幼保無償化適用 : 유보무상화 적용 //「幼児教育・保育無償化」適用を求める署名=《유아교육, 보육무상화》 적용을 요구하는 서명
当団体も呼びかけ団体に入っている「幼保無償化」の署名ですが、6月15日に46万6876筆を提出したものの、

２０１９年１０月１日より、「子ども子育て支援法」の改正によって、「幼児教育・保育無償化」制度が実施されました。ところがこの制度から、日本に居住する外国人幼児を対象にした、各種学校の外国人学校幼稚園が除外されました。ここには全国40か所の朝鮮学校幼稚園も含まれます。
日本政府のこのような除外措置は、「全ての子どもが健やかに成長するように支援するもの」と定めた「子ども子育て支援法」の理念や、いかなる差別もなしに子どもの権利を尊重し確保する「子どもの権利条約」などの国際法に反します。
この制度は社会全体で公平に負担する消費税を財源としているにもかかわらず、等しく消費税を負担している外国人学校の幼稚園施設の子どもと保護者たちに、無償化が適用されないのは極めて不公平な民族差別です。
日本政府が全ての子どもたちの健やかな成長を差別なく支援し、各種学校の外国人学校幼稚園にも一日も早く無償化を実施するよう強く求める署名にご協力お願いします。

署名主旨

일본정부에 각종학교의 외국인 유치반에
《유아교육, 보육무상화》 적용을 요구하는 서명
2019년10월1일부터 《아이키우기지원법》의 개정에 따라 《유아교육・보육무상화》제도가 실시 되였다. 그러나 이 제도에서 일본에 거주하는 외국인 유아들을 대상으로 교육하는 각종학교의 외국인학교 유치원이 제외되였다. 여기에는 일본 전국의 40개의 조선학교 유치원도 포함되고 있다.바로 이러한 일본정부의 제외 조치는 《모든 아이들이 건전하게 성장할 수 있도록 지원하는 것》이라고 정한 《아이키우기지원법》의 리념이나 그 어떤 차별도 없이 아이들의 권리를 존중하고 확보하는 《유엔아동권리협약》 등의 국제법에 어긋나는 일이다.
이 제도는 사회전체가 공평하게 부담하는 소비세를 재원으로 하고 있는데도 불구하고 같은 소비세를 부담하고 있는 외국인학교의 유치원시설의 아이들과 그 보호자들만 무상화가 적용되지 않는 것은 지극히 불공평한 민족차별이다.
일본정부가 모든 아이들의 건전한 성장을 차별없이 지원하여 각종학교의 외국인학교유치원에도 하루빨리 무상화를 적용시킬 것을 강력하게 요구하는 서명에 동참해 주시기 바랍니다.

Petition demanding the Japanese Government include Foreign and International Schools categorized as “miscellaneous schools” in the Free Preschool Education Program
On October 1, 2019, the Japanese government launched a tuition-free program for preschools and nursery schools. This tuition-free program, however, excludes preschools and nursery schools connected to foreign and international schools. Because of this policy, 40 Korean preschools are excluded from the free preschool education program.
This exclusion is unjust and violates the Children and Child Rearing Support Act, which mandates the Japanese government “ensures the well-being and healthy development of all children.” It is also a violation of international laws, such as that of the Convention on the Rights of the Child, which demands that “State Parties shall respect and ensure the rights set forth in the present Convention to each child within their jurisdiction without discrimination of any kind.”
The Japanese government’s measure to exclude foreign children and parents from the tuition-free preschool program is extremely unjust and discriminatory, especially because the funding for the program comes from taxes paid by all Japanese citizens, including foreigners and non-Japanese citizens.
Please show your support for this petition demanding the Japanese government take responsibility for the well-being and healthy development of all children, without any discrimination, and immediately apply the free preschool education program to all foreign and international schools categorized as “miscellaneous schools.”
